district was it was possible to get a quality education at every school in the district. If a kid made the right decisions, stayed out of trouble and focused on school they could make it through the system.

Life is about choices regardless of your starting position, if you make good choices you will be okay, if you make bad choices you will struggle. For kids in an urban area one mistake can destroy their lives where suburban kids usually have the resources to overcome a mistake or two.
