maintained if you cut the number of cops by 1/2 or more but take all of the monies tied to their salaries and double the salary of cops you retain. Higher pay means higher qualified candidates for the job and better training meaning more effective force. And if you're paying that much more for the position then actually make it tough to get into the position. It also solves the problem that I think cops are underpaid as it is.
