Instead of twisting yourself into knots, why not just admit that there is no value in the concept of enforcing laws for enforcement's sake? That's the sticking point that you should give up. Then you can pick and choose which laws you believe are moral and worthwhile to enforce (we will disagree, I am certain, but at least you won't be all over the logical map).
