safety. Jaywalking is a great example. Is it a law? Sure. If someone does it at 3:00 am when no one is around and someone else at noon during rush hour, is there a difference? You bet.
And to deny that common sense reality sort of defies reality. It is not that laws aren't relevant. It is that humans have reason that should always been factored in to black and white decisions.
