of laws based upon the threat posed. It is why you don't see people pulled over for doing 56 in a 55. It's why you don't see people tazed for jaywalking. It's why you don't see tickets always being given if someone parks 65 minutes in a 60 minute zone. Such discretion has never been a weakness of a system but is in fact a strength. It is no different from what good and responsible parents do on a daily basis.
