law enforcement works all of the time with prosecutors and judges, and the rules are made by the legislators, which gives them special privileges

Here is what I would do to start:

- No special privileges
- Special prosecutors are used to investigate that cases
- Special judges are used in the trial

These at least ensure some level of non-bias through the investigation.

The other thing is that the criminal history of the victim should in no way be considered unless it was known by the cop before the interaction.
