because of the subjectivity of enforcement based on seriousness.

Okay, well, then what if you have a sheriff who subjectively believes that certain gun ownership or illegal immigration isn't a serious infraction?

Or who exactly gets to decide the seriousness of the infraction when determining which laws are meaningless?
