“ middle man” be in place if all funding was diverted to a much more central authority like the federal government?

If GM pays $1B in healthcare premiums today ( or whatever number it is ) that $1B could be paid instead to the IRS and the employees currently not paying any premiums could also contribute the 5% payroll tax.

Seems like a good deal and the dreaded “middle man” could be permanently eliminated.
