...and I may not be, but your questions infer that those are the criteria for being shut out.

If so,

1. The GOP can freely question witnesses just as the Democrats.
2. The GOP is being treated the same as the democrats regarding transcripts -- no one gets them.

I do not think they can call witnesses to testify. So, that's what makes them shut out? Because they can't call witnesses?
