Yes, drug laws and sentencing are issues. If I'm selling weed to help feed my family and some guy a couple blocks away robs me repeatedly, I can't go to the police. It creates a black market of justice, which becomes crime. A cycle that cannot be broken. Not really different than the gangbangers under Prohibition that strengthened the mafia into organized crime.
