Let’s deal in reality. But That’s the point. The overwhelming majority of people that receive government contracts are white. And they don’t have to be exceptional, some of them are high school dropouts and criminals. But because they are white, they avoid scrutiny. If a black person/black owned company is awarded a government contract, heavy scrutiny follows.

This is also part of the “institutional racism” that people think don’t exist. The government has systems in place, like this, to make sure white people are able to maintain businesses.
