by failing to make a recommendation one way or the other (but hinting at impeachment). He stated a lot of bad things about Trump, but failed to conclude that he committed a crime. So he did exactly what he claimed he wasn't doing.

This is why his letter to Barr was dumb as hell. He was essentially p*ssed at Barr b/c he didn't bash Trump. That isn't the job of a prosecutor.
