He stated he believed he could do nothing to Trump no matter what he found, but continued the investigation for documentation recording purposes (not his job). He then went on to say Congress had to do his job for him, even though he was initially tasked with a law enforcement investigation that he turned into a political one (telling Congress to impeach).
