but mueller did speak to that: "[a]nd beyond Department policy, we were guided by principles of fairness. It would be unfair to potentially accuse somebody of a crime when there can be no court resolution of an actual charge."

i suspect you would be throwing a goddamn fit if he recommended prosecution in a manner that was impactful regarding impeachment.
