if by that you mean the doj policy that prevents charging the president explicitly permits investigation of the president. and that the doj opinion further states the constitution requires a process other than criminal justice to accuse a president of wrongdoing.

or maybe he just outlined the doj policy. but probably not. just a political tool, as you said. good job.
