but could that be the overt act necessary to charge someone in the campaign with it? Not saying POTUS....more likely, it would be Don, Jr. or Jared, I would think - someone that was doing the leg work.

The reason I mention Jr. and Jared is because they were the two apparently fronting the meeting the with Russian chick.
