I'm not sure how you'd get to the re-set without trying something. Certainly, the last 40 years have shown us that they weren't going to reduce tariffs voluntarily. I guess the other possibility would have been cutting tariffs in favor of free trade and seeing if other countries would follow our lead, but that might be even more foolhardy.
