just decided to take a shot at getting trading partner nations to reconsider their tariffs on US goods.

First, he asked for them to drop them. He was rejected.
He offered the EU a "zero tariff" agreement. He was rebuked.
He decided to leverage US buying power and implented tariffs and backed the play with an Ag bailout to show he wasn't bluffing.
EU came to the table and suspended their new tariffs and agreed to negotiate in good faith to lower tariffs.

If none of the new "trump tariffs" stay long term, yes.

If they stay long term, no.

But calling it "trump's trade war" is silly. War was upon the US whether Trump chose to respond or not.
