transfer because he didn't meet minimum thresholds for transfer academically.

If he was on academic probation, as was the case at MU in the instance you are referring to, with certain requirements of attendance that needed to be met and he simply didn't comply and nobody was monitoring that then yes I would lay that at the feet of the University. But I don't believe he was on academic probation there. He just didn't make grades.
