ummmm: I disagree. I would venture that far less capital would be directed to building this form of weaponry. Mass weaponry is a result of centralized states with too much extracted capital and none of their own skin in the game.
I agree that that would be a likely outcome, at least hopefully so, but in the short & medium term there are already tons of these weapons out there and plenty of psychopaths, sociopaths and people with mental or moral issues that would make them a serious risk to use them... & others that might be reckless and accidentally cause massive problems.
There is also obviously some chance of that with governments as well, but less so than in an anarchist society it seems to me.
