I was answering the question with the contextual timeframe of "since the beginning of man through the present". Moralities are sliding concomitant with increasing central govt power (I don't believe that be a coincidence). Regardless, moralities are refined from hundreds and thousands of years ago.

I disagree. I would venture that far less capital would be directed to building this form of weaponry. Mass weaponry is a result of centralized states with too much extracted capital and none of their own skin in the game.
