Out of curiousity, what makes a guy a "Good Recruiter"?

I hear members of our board say this about coaches all of the time. But what does this really mean/entail? Used car salesman hair like Calipari? Willingness to cheat? Good liar? Good connections? Eye for talent? Knows what guys fit his system?

Cuonzo is a "good recruiter" but why? So is Bruce Pearl, but why?
