A single year's APR is total points earn/total points possible x 1000.

That total points possible is the key factor. If a player is a 1-and-done then they often officially drop classes that 2nd semester even as they are playing - and then because they drop classes, they receive a partial refund and it's possible a school, such as kU, wouldn't then have to report that 2nd semester scholarship slot in the Total Points Possible number.
