Right I understand it is a 4 year average but

Where are you seeing that the 2015-16 year rule is retroactive and applies to the '13 and '14 seasons. Because one way to read it is that the four year averages start in 15-16 moving forward only and we'd be ok since our 2 year average is over 940 (likely)
