Sea air is cooler because the sea is cooler. Has to do with evaporation, specific heat capacity, convection currents, etc.
Turn on your stove. Feel the air above it. If its warm, congratulations, you now understand why the AIR above something warm is also warm; warmer than the AIR above something ambient.
