The air on water is cooler because it absorbs less
If you mean water absorbs less heat, then where does the heat go? We know that sea air is cooler. That's the attraction of the beach on a hot day in town.
If you mean the air absorbs less then why would it absorb any less than over land? Again, where does it go?
