If you were judging a 5th grade Science Fair, you would judge based on 'good' science and 'bad' science.
Undoubtedly, youd be able to tell the difference, right?
And similarly, those in the scientific community are a better judge of good professional science and bad professional science.
If you hang drywall for a living, you would be a better judge of who does a good job than I would.
If you are a stone mason, you would be able to judge stone work better than me.
Do you see how this works? Good science passes peer review (which is voluntary -- not paid) because it is judged by others who would know.
