judgement behind the order. They are to rule on the constitutionality of the order itself.

How does a panel of judges in California question the threat posed by those seven countries? Do they each have security clearance required to receive that intel? Do they have access to the intel community to get their input on the meaning of that data? They are replacing the president's informed judgement on those issues with their own ingnorant judgement. In this case ignorant is not a pejorative term they are truly ignorant because they actually lack the knowledge.

That is why it is imperative that they stick to legal issues and leave the judgement calls to those that have access to all of the available information.
