attorney or scholar? Certainly two judges have thought that it "held water" (not to mention the attorneys for the states that challenged the EO.)

Personally, as I indicted earlier (and noted in this article), I think trump's campaign pledge & rudy's words will ultimately TRUMP the EO. Trump's words show his intent.
