The executive sets immigration policies and has sole discretion of admission to the US>
POTUS can issue an entry ban if it is temporary and if the basis isn't on speech, religion or association as protected in the first amendment.
banning entry temporarily based on nation of origin, geography are perfectly legal - as Obama did with Iraqi refugees in 2011 and Carter with Iranians, etc.
Now, care to tell me again what the basis for the stay of the EO is?
