they are usually in some sort of camps near their homeland, and are first vetted by the UN. Once they pass that, they can apply for asylum in the US. The US will then review applications and select who they would like to review. Then the process goes through several Federal departments, each with their own vetting process until a decision is made to whether or not they will be granted asylum.
I'm trying to find a good article I read last year about it.
