As citizens and those naturalized. So what are you arguing? If they have been given a visa, they will be afforded the process we establish for them overstaying.

If they come her illegally they will be afforded what every process we determine. US citizens don't have to worry about this. We make the rules. We determine how to deal with non citizens. The 14th amendment does not grant them anything we have expressly provided for
