The judge found that the petitioners and those similarly situated have a strong likelihood of successfully establishing that deportation will violate their right to due process and equal protection under the laws. Absent the issuance of a stay, the refugees are in imminent danger of irreparable harm (this is the legal standard).
In sum, no one who was allowed to enter the country from those nations can be removed under Trump's executive order.
It's a narrow order and does not address the ban. It is also a temporary order pending a permanent stay which may happen after this is all litigated.
