of "inquiry" versus "investigation?"

How is enforcement staff conducting an inquiry on an institutions campus different from "an NCAA investigation?"

Did you happen to notice "orally or in writing?"

Did you happen to notice "confidential nature of the inquiry?"

It is not odd - its standard operating procedure for the NCAA.
