It was hobbled and crippled from the start.
It relied on State Exchanges that GOP governors refused to set up. For all you MAKE IT LOCAL people - that's what that helps do. But the goal of putting the negro president in his place trumped setting up Health Care for the country. It also required expanding Medicare - something else the GOP governors refused to do - in order to hurt the president.

So Obamacare was a start. But that's all it was.

No one is "touting the value of Obamacare". HOWEVER, Donnie and that gang ARE salivating over its features - they just hit the NUTSACK of paying for it.
