Hiring blacks who were often unqualified was considered a cost of doing business.
They were hired, often do to affirmative action requirements at a level above what they are qualified to do, either due to education or intellect. But they were close.
Once it was determined usually after three or four years, that the person would only be a drain on the department and that firing or reprimanding or giving a poor evaluation was not a viable option, the person was put on special assignment or given some fancy title with no real responsibilities.
Assistant director for minority outreach. Or something. No contributions other than making the AA quota and allowing the department to move on with its mission.
