It's typically used to drive more federal funding towards projects loved by progressives, black leadership.
Why? Because they both need, and rely on the false narrative that black people can't succeed on their own, without govt help.
This lie also helps create jobs for supporters.
As done in the US, it's about acquiring power for politicians, it has nothing to do with actually helping the people they claim to lead, fight for.
Racial injustice (systemic) is dead. Sure, people face racism from individuals, but not govt, corporations.
Lot's of lawyers eager to sue if you can prove it.
