I say sometimes it is not, maybe because of poor schooling, hardly uncommon, or because the person just doesn't have what it takes to succeed - whatever that is.
And, often their culture and/or parenting, for those blacks to whom it applies, does not serve them well. Example: my observations are that blacks are less likely in the workplace to have a sense of urgency, if appropriate, to get something done, get it done well, or maybe even always get to work on time.
