Community police forces can be private. Community and private is not mutually exclusive. "Instead of private" would be government. I think you're tripped up on the use of private and community.

It really wouldn't matter if you subscribed to one police force and your neighbor subscribed to another. What would matter is what body of law you subscribed to. Sure, your neighborhood could have its own set of laws, but that wouldn't be very efficient. You would have to travel outside your neighborhood and conduct business outside your neighborhood. There would be mechanisms in place that would possibly prevent you from doing business in the larger community
