They are going to be more concerned about their job. You aren't working under the premise that each individual has his own police force, are you? Do you not think forces would contract with communities? I do. It's efficient.

After looking at the rest of your post, it does appear that you are going under the premise that each person has his own police, courts, and laws. I don't know how you've come up with that.
