force would be more malleable. If I have the money why would I not have my own in your world?

Money is power. Without a higher authority to stop them the guy with the most money can hire the biggest 'police' force and enforce his will as law. You are basically talking about the company towns of the 1800's but without the checks that were eventually put into place.
