He didn't "pick a winner". If an HVAC company in Oregon threatens to move jobs to Mexico, the Governor of Oregon can offer that CEO tax incentives to stay or may let them go at his option - OR another state may jump in to offer those tax incentives to get that revenue and labor in their state.

I think it's a fantastic development and happens inside the US from state to state every day - that it happened "to" a state in Mexico is awesome.

Please explain why this message is being reported.
