understand that I mean that in regards to the meaning of terms and clauses when the Constitution was actually ratified, right? "Original intent" of the enumerated powers is not changed by an amendment added 125 years later.

Also, the 16th Amendment didn't expressly permit an income tax, it simply removed the aforementioned "apportionment" requirement.

"Regulate" meant to "make regular" when the Constitution was ratified, and that is the meaning which the ratifiers intended to give that word. It is akin to "well-regulated" found in the Second Amendment which was added to the Constitution within a few years of ratification. Of course, "regulated" in the Second Amendment does not mean government-controlled... as such a meaning would render the effect of the Second Amendment meaningless. In fact, "regulate" is probably the most bastardized word in the Constitution, by courts, politicians, and apparently now teachers.

Don't act like you are teaching me about the Constitution. I know it way, way more than you do.
