I'll pick on a few of your misconceptions:
The power to tax is limited to the few taxing mechanisms granted originally (direct taxes subject to apportionment and indirect taxes like excise taxes). There is no general power to tax, under the Constitution.
There is no enumerated power for welfare. General welfare is not specific welfare. It is a misconstruing of original intent to suggest otherwise.
There is no power to regulate interstate commerce, as it is used today. "Regulate" mean to "make regular" not to "manage" and "interfere with". The original intent of the interstate commerce clause was to facilitate trade between the states, not to inhibit it (as it is used today).
