Any state that wishes to go to proportional allocation can do so if they wish. But if others states do not follow suit is just diminishes their electoral power.

The current system 'disenfranchises' red voters in blue states and vice versa. If you go to proportional allocation there will still be red voters in blue districts who feel their vote does not count.

A democratic vote eliminates this problem but then basically leaves the decision to the population centers along the coast. And 2/3 of the states would have to approve before this could be done. Why would Kansas ever agree to this?
