the 538 electoral votes. by making it either proportional to % ballots or proportional to congressional district +2 (my preference, if there is a change). then they will be going state to state trying to pick up an extra electoral college vote in each state (i.e. the republican coming to MO to try to get his total votes to 7 of the 10 instead of 6 he would get if he gets the usual 58 % of the vote or the democrat trying to get 3 of the 7 Oklahoma votes instead of the 2 if he did nothing).
