"Fixing" the electoral college, part 1: outline

With all of the complaints about the electoral college, some have said it needs to be tweaked.
One way to "fix" it is to make the allocated votes proportional to the statewide vote - much like how it's done in the primaries (at least in the non-rigged ones).
Another way is to allocate them by congressional district, plus the statewide winner getting the 2 extra votes each state receives for their senate seat.
There are pros and cons to each method (being that it would increase participation in non-battleground states as minority-view citizens will be more likely to vote if their vote actually meant something. It would also encourage supporting 3rd party candidates in some states), and to changing the system as well. As the data comes through, I'm going to crunch the data based off this election to see if a difference is made.
I'm going to start with a straight-proportional system. Results this afternoon.
