But holding Fuller out of off-campus recruiting activities could well have been, and almost certainly was, an action intended to mitigate for other issues discovered through the investigation to that point.
Not exactly a sanction, but an action taken through discussion with NCAA to prevent worsening future sanctions.
Whether we agree with the sanctions or not, there is no question that NCAA investigative staff were involved in the discussion of what sanctions were appropriate.
