"Word on the street" means "a rumor or piece of information currently being circulated."
A professional reference is not a 'rumor'
When someone asks you about an applicant, do you tell them what you KNOW or what rumor you have heard about them? If you pass on a rumor about someone, you are likely personally liable if they find out about it...
