Trump doesn't do ANYTHING with a contractor without a signed contract that clearly defines scope of work, milestones to be met, quality standards to be met, liquidated damages (LD's)for failing to perform (that are mutually binding) and billing/payment processes.

The suppliers that did not get FULLY paid failed to meet the FULL terms of their contract and LD's were enforced. That is why he won 99% of all suits filed against him....
